Do the wheels lock, and can I use it without them?
Yes on both. Four 360-degree swivel casters come in the box and two of them lock. If you want it fixed, swap the casters for the included leveling feet, which also steady the rack on uneven floors, and use the included anti-tip brackets to tie it to the wall.
